GST Council to Consider Landmark Compliance Reforms for E-Commerce and Businesses
New Delhi: The upcoming GST Council meeting is expected to introduce sweeping compliance reforms, often termed "GST 2.0," aimed at easing regulatory hurdles for small e-commerce sellers and protecting genuine businesses.
A key focus is providing major relief to online merchants who utilize multi-state fulfillment centers. Under the proposed framework, small e-commerce sellers would be allowed to use platform-managed warehouses for GST registration purposes in states where they lack a physical footprint, eliminating the need for complex, multi-state brick-and-mortar registrations. This change is projected to help nearly 9.5 lakh vendors scale nationally with reduced compliance friction.
Additionally, the Council is reviewing a crucial measure to safeguard the Input Tax Credit (ITC) of compliant buyers who hold valid invoices, even if upstream suppliers default on tax payments. This will resolve major liquidity bottlenecks.
Other notable proposals include establishing a strict threshold below which low-value GST demand notices would be restricted to curb unnecessary litigation, and shifting transit vehicle checks to an intelligence-driven model to minimize transportation delays and roadside harassment. While these updates form a core part of the upcoming agenda, formal operational rules will take effect following official government notifications.
