US House Advances Bill Threatening 100% Tariffs on India Over Russian Oil

The U.S. House of Representatives has advanced the Lindsey O. Graham Sanctioning Russia and Iran Act of 2026 following a tight 214–211 procedural vote.

The legislation grants President Donald Trump the discretionary authority to levy secondary tariffs of up to 100% on nations that purchase crude oil or natural gas from Russia, or help Moscow evade sanctions.

While the original Senate version broadly targeted top energy importers, a House amendment explicitly lists India, China, Türkiye, and several other countries as eligible for these duties.

The bill does not automatically trigger a 100% tariff on India, but rather gives the executive branch punitive leverage.

New Delhi has consistently defended its import of discounted Russian crude as a critical necessity for national energy security and inflation control.

The legislation now moves toward a final congressional vote.
