New Delhi: Bipartisan U.S. lawmakers have unveiled a heavily modified Russia sanctions bill, scaling back its most aggressive trade penalty from a blanket 500% tariff to a maximum ceiling of 100%.

Originally envisioned by the late Senator Lindsey Graham, the legislation has been narrowed to target the world’s top five purchasers of Russian energy—most notably China and India.

The drastic drop to 100% offers vital relief by averting an immediate global trade war and an outright U.S. import embargo.

However, the revised penalty remains an immense economic cudgel designed to grant the White House clear legislative authority to penalize countries funding Moscow's military efforts.

The bill also incorporates a 15% exemption threshold for nations demonstrably cutting back their reliance on Russian natural gas, balancing severe punitive deterrence with diplomatic flexibility.
